Thiru. A. Govindasamy Government Arts College, located in Melpakkam which is a rural area in Tindivanam, was established in the year 1969 on a mission to be at the forefront for providing higher education to the marginalised sections and uplift their standard of living by the strenuous efforts of Thiru. A. Govindasamy, the then former Agriculture Minister, Government of Tamil Nadu. It is now functioning in 31 acres of land. Since its inception, our college caters to the higher education needs for the under privileged, first-generation learners and to the downtrodden society. In every academic year, among total admitted students, 90% of students are first generation learners. Our college was started as men’s college with two undergraduate courses. Realizing the necessity and the significances of women’s education, it was converted into a co-educational institution in the year 1986. Our college was affiliated to the University of Madras since its establishment, subsequently it was re-affiliated to the newly established Thiruvalluvar University, Vellore in the year 2003. As a mark of reformation, initiated by the Higher Education Department, Government of Tamil Nadu, our college affiliation was transferred to Annamalai University, Chidambaram since 2019. Our college attained 2(f) and 12(B) statuses of UGC act 1956.
Initially our college has offered various undergraduate programmes, namely B.A., History (1970) and B.Sc., Mathematics (1970) followed by B.A., English (1972) and B.Sc., Physics (1973). Over the years, additional UG programmes such as B.Sc., Chemistry (1981) B.Com., (1984), B.Sc., Geology (1998), B.Sc., Computer Science (2005) were introduced. Considering the consistent and constant demand in higher education, B.A., Tamil (2013), B.Sc., Botany (2013), B.Sc., Statistics (2018) and B.B.A., (2018) were introduced. In parallel, 10 PG programmes were also introduced for the existing UG programmes. Out of the 10 PG departments, 7 departments were promoted as research departments leading to offer M.Phil., and Ph.D., programmes.
Thiru. A. Govindasamy Government Arts College presently offers 12 UG programmes in Shift-I & 8 UG programmes in Shift-II, 10 PG programmes, 7 M.Phil., programmes and 6 Ph.D., programmes with total student strength of 3723. Our college has sufficient basic infrastructures including classrooms, laboratory, library, DTP centre, toilets, rest room for girls, drinking water facility and other amenities along with green environment to facilitate the effective academic delivery for every programme. Our college has been awarded with Grade-I in the academic year 2016-17 by the Department of Higher Education, Government of Tamil Nadu. All teaching faculty are well qualified and dedicated. They are appointed by the Teachers Recruitment Board (TRB) of Government of Tamil Nadu.
A wide range of extracurricular and co-curricular activities are being offered. Students are having profound interest in personality development programmes such as NCC, YRC, NSS and career-oriented courses are given special attention. Besides, the college organizes guest lectures, audio-video presentations, and webcasts periodically.

Institutional Strength
Our College caters to the higher education needs of the underprivileged, downtrodden, socially and economically backward sections of society. It has been affiliated to Annamalai University, Chidambaram, which is one of the premier and most prestigious institutions.
We offer 12 undergraduate programmes in two mediums and also in two shifts. In addition to this, 10 PG departments are offering PG programmes of which 6 departments are leading to offer Ph.D., programmes. The academic part of the college is fortified by a galaxy of well-qualified and seasoned professors.
Our college offers certificate course on “Computer Literacy Programme (CLP)” to all enrolled students in first semester. Certificate course on Effective English offered by Tamil Nadu Skill Development Corporation in association with Cambridge University Press & Assessment and Microsoft Essentials is conducted under Naan Mudhalvan scheme. In addition, certificate courses like Healthcare and Logistics are also offered under RUSA and Naan Mudhalvan schemes respectively.
Government’s policy of reservation is strictly followed in admission process. Transparency is ensured at every stage of admission process. Each selection list is prepared according to the rules and regulations, and displayed to the public prior to the admission/counselling days.
Government scholarships are available for SC, ST, MBC and BC students. Tamil medium scholarship for all Tamil medium students and Women empowerment scholarship for all girl students under Pudhumai pen are the motivating components. Apart from this, Honourable then State Minister Thiru. Govindasamy memorial endowment trust fund for poor students, scholarships from OSA grant (Old Students Association) is also available.
The Central library of the college serves as the treasure house of knowledge which has vast collection of books, reference books, variety of e-journals and e-magazines.

Rules and Regulations
Membership
Membership is open to all the staff and the students of Thiru A. Govindasamy Govt. Arts College.
Members are responsible for all the books borrowed on their cards.
All final year student members should get “No Dues Certificate” (NOC) from the General Library.
Similarly, the staff members who intend to leave the College should settle all the dues and obtain a “No Dues Certificate” (NOC) from the General Library.

ISSUE AND RETURN OF BOOKS
Books other than reference books will be issued to student members for a period of 15 days only. For teachers, the loan period is 30 days.
One book will be issued at a time per member.
Reference Books, Encyclopaedias, Hand Books, Dictionaries, Periodicals, will not be issued and THEY ARE ONLY FOR REFERENCE.
Two renewals will be permitted if there are no reservations against these books. For renewal, books have to be presented physically at the library counter.
Members, before leaving the counter must satisfy themselves as to whether the books, which they intend to borrow, are in good condition and any damage/marking should be immediately reported to the Librarian failing which the member to whom the book was issued will be held responsible.
Books that are in special demand shall be converted into reference and will not be issued to the members.
Absence will not be accepted as an excuse for the delay in the return of books
OVERDUE CHARGES
Members are advised to return/renew the books on or before due date marked on the book
A borrowed book should be returned on the due date, failing which a penalty of Rs.1/- will be collected as overdue charge per day
Undue delay in returning the books will result in the cancellation of membership
LOSS OF BOOKS
Loss of books, if any, should be reported to the library immediately and it should be replaced with a new copy along with a levy of overdue charges if any.
In case the borrower is unable to replace the books that are lost, he will be levied a penalty three times the cost of the book plus overdue charges, if any.
GENERAL
Personal books, files and other articles (except a small notebook or loose sheets of papers) are not allowed inside the library.
Silence should be observed strictly inside the library
Using of Cell Phones inside the library is prohibited
A member shall be responsible for any damage done by him/her to the books or other Library properties. He/she will be required to replace the book or other damaged property.
Misbehaviour in the library will lead to cancellation of membership and also lead to serious disciplinary action by the Principal.
Any marking or writing inside the books by the members is strictly prohibited. If any damage/marking is found, the member should replace the book.
Not withstanding anything contained in these rules, the decision of the Principal of this college in all matters shall be final and binding.
