Canada Rejects Record 74% of Indian Student Visa Applications in August 2025: Canada has rejected nearly 74% of student visa applications filed by Indian nationals in August 2025 — the highest refusal rate for Indian applicants in several years, according to official immigration data cited by Reuters. The rejection rate has more than doubled from 32% in August 2023, marking a sharp tightening of Canada's student immigration system.

The data shows that while global rejection rates stayed around 40% in both years, Indian students faced significantly higher refusal rates. By contrast, the visa rejection rate for Chinese students was just 24% in August 2025.

Despite the steep decline in applications — from 20,900 in August 2023 to 4,515 this year — India continued to record the highest refusal rate among countries with over 1,000 accepted applicants.

Diplomatic Tensions and Fraud Crackdown Linked to Spike

The spike in refusals coincides with ongoing diplomatic tensions between India and Canada. Relations deteriorated sharply after former Canadian Prime Minister Justin Trudeau alleged Indian involvement in the killing of a Sikh separatist in British Columbia in 2023, an accusation strongly denied by New Delhi.

At the same time, Canadian authorities have increased vigilance after detecting widespread document fraud. In 2023, more than 1,550 fake study permit cases, many involving forged Canadian university admission letters arranged by Indian agents — were identified. Authorities later flagged over 14,000 potentially fraudulent international student documents globally.

In response, Canada strengthened fraud checks and increased financial proof requirements for international student applicants.

Indian Officials and Universities Respond

The Indian Embassy in Ottawa acknowledged the elevated rejection rates and highlighted the contribution of Indian students to Canada's higher education and workforce.

“Canadian universities have long benefitted from Indian students’ talent and academic excellence,” the embassy said.

During her visit to India in October, Canadian Foreign Affairs Minister Anita Anand reiterated Canada's commitment to welcoming Indian students, while emphasising the need to “protect the integrity of the immigration system.”

Sharp Decline in Indian Enrolments Across Canadian Campuses

Canadian universities are witnessing a significant drop in enrolment from India. The University of Waterloo, Canada's largest engineering school, reported that the number of Indian students entering its programmes has fallen by about two-thirds over the past four years.

Ian VanderBurgh, Associate Vice-President for Strategic Enrolment Management at Waterloo, said the government's cap on international student visas had contributed to the shift in campus demographics.

“We take pride in being an international institution,” he said.

Similar downward trends have been recorded at the University of Regina and the University of Saskatchewan.

What This Means for Indian Students

With Canada enforcing tighter visa scrutiny and limits on international student intake, education experts expect Indian aspirants to increasingly explore alternative destinations such as the UK, Australia, the US, and Germany.

Industry stakeholders advise students and parents to apply through verified channels and avoid unregistered agents to reduce the risk of document-related rejections.
