These regulations are applicable to all UGC-approved universities and colleges and mandate strict compliance with the prescribed measures.
What is the University Grants Commission (UGC)?
Formed in 1956, the University
Grants Commission (UGC) is a statutory authority responsible for overseeing
and maintaining quality standards in higher education throughout India. Its key
functions include coordinating with universities, distributing grants, and
advising the government on reforms in higher education. The commission was
initially inaugurated in 1953 by Maulana Abul Kalam Azad and was later
accorded statutory status in 1956 under the UGC Act, 1956.
UGC Promotion of Equity Regulations 2026
The authorities have officially notified the Promotion
of Equity Regulations, 2026 under the UGC Bill, 2026. These revised
regulations replace the earlier 2012 norms and introduce more stringent
provisions to effectively address caste-based discrimination. The revision
comes in response to an increase in reported cases of discrimination between
the 
years 2019 and 2024.

Higher Education Institutions Regulations, 2026” has been introduced with
the objective of addressing caste-based discrimination in higher education
institutions (HEIs). Under these rules, every HEI is mandated to set up an Equal
Opportunity Centre (EOC) along with an Equity Committee to prevent,
detect, and resolve cases of discrimination involving students, faculty
members, or staff. Institutions must comply with the newly issued UGC
guidelines; otherwise, they may be subjected to penalties.
