Goa HC Orders NEET PG 2025 Counselling to Proceed Without Any Change in Reservation Policy: The Bombay High Court at Goa has directed the state government to conduct NEET PG 2025 counselling strictly according to the existing reservation policy, ruling that no changes can be introduced once the admission process has commenced.

The order ensures that all rounds of PG medical admissions—covering both MD/MS degree and PG diploma seats—must follow the admission rules notified for 2024 and the reservation structure implemented since 2023.

HC Bars Any Mid-Process Modifications

The High Court made it clear that the state authorities must stick to the reservation framework that was in force on 3 November 2025, the date when the NEET PG admission cycle began.

The court reiterated the long-standing legal principle that no government can alter reservation percentages, eligibility criteria, or seat distribution after the counselling process has started.

Background: PG Seat Expansion at Goa Medical College

The ruling follows Goa Medical College’s (GMC) decision to increase its postgraduate intake from 31 seats to 50 seats, adding 19 additional PG medical seats for the 2024–25 academic year.

This expansion heightened concerns that the state could revise reservation percentages or modify the allocation formula mid-process—prompting affected candidates to seek judicial intervention.

Existing Reservation Policy in Goa for PG Medical Seats

Goa currently follows the below reservation structure for NEET PG admissions:

  • 27% — OBC
  • 12% — ST
  • 2% — SC
  • 10% — EWS

These quotas collectively account for 41% of the total PG medical seats in the state. The High Court has now confirmed that these numbers cannot be altered during the 2025 counselling cycle.
