NEET UG Exam: Parliamentary Panel Criticises NTA, Recommends Return to Pen-and-Paper Mode: A Parliamentary Standing Committee on Education, Women, Children, Youth, and Sports has strongly criticised the National Testing Agency (NTA) over recurring challenges, technical failures, and disruptions in its major national-level entrance examinations. The committee has submitted a detailed report evaluating the functioning of the NTA while conducting these exams.

Chaired by Congress MP Digvijaya Singh, the report thoroughly reviews the performance of the National Testing Agency and assesses whether reinstating the traditional pen-and-paper mode would enhance the reliability, transparency, and sanctity of national entrance examinations.

The committee recently examined how the NTA conducts high-stakes examinations such as NEET, UGC NET, and CUET, including its security protocols and operational mechanisms. The report highlighted the need for substantial reforms within NTA to curb malpractice, paper leaks, and unfair practices. It further recommended that the NTA adopt best practices from established and credible bodies like UPSC and CBSE, which operate highly secure and leak-proof examination systems.
The panel emphasised that implementing proven security models is essential to ensure fairness and integrity in all future examinations.

Will NEET 2026 Be Conducted in Pen-and-Paper Mode?

The Parliamentary Committee has only recommended that NTA shift to a pen-and-paper-based examination format. However, the NTA has not issued any official clarification regarding this proposal.
As of now, there is no confirmation on whether NEET UG 2026 will be conducted in pen-and-paper mode. The final decision will depend on the government’s response to the committee’s recommendations and the reforms they choose to adopt in the coming months.
