NMC Clarifies Faculty Qualification Rules 2025: Key FAQs, Eligibility and Transition Guidelines: In a major regulatory update, the National Medical Commission (NMC) has issued the Medical Institutions (Qualifications of Faculty) Regulations, 2025, aimed at broadening eligibility for faculty appointments in medical colleges and streamlining the transition framework.


The revised rules introduce more flexible qualification pathways, expand eligibility criteria, and include several transitional provisions to ensure continuity for existing educators.

Major Changes in Faculty Eligibility

1. Inclusion of Non-Teaching Hospital Doctors

Doctors serving in non-teaching government hospitals with 220 or more beds can now be considered for teaching positions. This move is expected to significantly expand the pool of eligible medical educators.

2. Revised Criteria for Teaching Posts

For *Assistant Professor* positions in broad specialties, candidates must hold a postgraduate medical degree and have at least two years of relevant experience in a government hospital with 220 or more beds.

For *Associate Professors*, the eligibility includes a postgraduate medical qualification and approximately ten years of relevant experience in the specialty.

3. Diploma and Non-Medical Faculty Inclusion

Diploma-qualified doctors who served as Senior Residents before June 2017 may now be eligible for Assistant Professor roles if they have sufficient experience.

Additionally, non-medical faculty holding MSc or PhD degrees in basic medical sciences like Anatomy, Physiology, and Biochemistry can now occupy up to 30% of faculty positions in those departments, provided qualified medical teachers are unavailable.

4. Relaxed Experience and Publication Requirements

The number of mandatory research publications and the years of teaching experience required for promotions have been eased. Service in certain government or regulatory institutions may also be counted as valid teaching experience.

5. Updated Institutional Norms

Hospitals with a minimum of 220 beds will now be recognized as teaching institutions, reducing the previous threshold of 330 beds.

Institutions are also permitted to start undergraduate and postgraduate courses simultaneously under specific conditions.

Other Key Provisions

Age Limit : Faculty members can serve up to 70 years of age.

Mandatory Training : Newly appointed teachers must complete certified training in Medical Education Technology and Biomedical Research within the prescribed time.

Faculty Strength for PG Courses : The  minimum faculty requirement for postgraduate departments has been rationalized to improve resource utilization.

Transition and Implementation

The new regulations came into effect from June 30, 2025. Faculty members appointed under previous norms will continue in their current capacities, but new appointments must follow the updated criteria.

Diploma holders and non-medical faculty are provided specific transition clauses to ensure that those already serving are not adversely affected. Experience gained in government hospitals, NBEMS-recognized teaching institutions, or certain medical education bodies will be considered equivalent to traditional teaching experience.
